Upper Tribunal decisions

Good morning,

I would be grateful if anyone could assist with the following.

I am representing a First Tier overpayment case in which the issue of offset is relevant.  The Tribunal Judge has postponed the outcome of the First Tier tribunal initially pending the outcome of two Upper Tribunal decisions.  These were CIS/2613/2011 and CIS/1541/2011.  Further communication from the First Tier Tribunal Service invited the Secretary of State to comment on the outcomes of these decisions.  I have not been able to find them anywhere on any website and the Upper Tribunal Service have indicated that they have actually been withdrawn but not by whom or for what reason.  If anyone is able to enlight on the state of play with these two decision I would be glad to receive your advice.
