Is there anything to stop the 3 month qualifying period from operating whilst in hospital, even if client has been in patient for more than 28 days and cannot be potentially paid until discharged?

Thanks!

Nothing at all.  In fact, the time spent in hospital helps to establish the level of care that exists.
