overpayment and cost of living payment and funeral costs

Briefly,
Since A died a Cost of Living payment has been made and a PIP payment.
The funeral costs could be met by this balance (just)
However, in terms of priority of debt - I suspect that the funeral can’t be paid out of this and this ‘estate’ needs to be held to pay back what are over payments.
(Am fully aware of the funeral support payment options etc) It is this specific question regarding spending an overpayment on a funeral that I am inquiring about.
