UC child element treated separately as income for CTR?

The LA has failed to include the WRA and child components in their CTR applicable amount, so the below just seems like irrelevant noise to me.
Is it as nonsensical as it seems, or is my sleep deprivation confusing me?

CTR decision revised due to “change in UC assessment”.
Glasgow council CTR decision states:
“We only treat your UC as income if it includes one or more of the following: Child element, disabled child, childcare, transitional protection.

We add any amounts of the above together and compare this total with the actual amount of UC you are awarded by DWP, ignoring 3rd party deductions. We then use the lower of these two figures as your income from UC. “

Client is entitled to 2 x CRE = £123.36/week.
GCC calculates excess income as 123.36 - 77 = 46.36
