CB and Child element when student leaves course early

Hi All

Cl’s daughter is 17 and was on a course at college 1 but stopped attending about 2 weeks ago. Has an interview next month at college 2 and is likely to be offered a place to start in September.
Both CB and UC have told cl to only declare that college 1 education has ended when she is formerly removed from course 1 and to redeclare her as a student when she is accepted on course 2. There is only likely to be a short gap between the two. So I’m wondering…
1. Does daughter remain a qualified Y P by virtue of CB Reg (3)(2)(b) ‘having undertaken such a course as is mentioned in [F3paragraph (a) or (ab)] [F4has been accepted or is enrolled to undertake a further such course’ or does that not apply if the previous course was abandoned before completion?
2. If not protected by Reg3 I’m thinking we could argue temporary interruption? If the interruption started 3 months ago, rather than when college removes her from the course, we will exceed the 6 month period for this.
3. For UC, does the CE still apply for similar reasons to point 1 for CB?
4. Something else entirely that I’ve not considered?
