Failure to attend WCA medical/reconsideraftion/fresh claim

Failure to attend was reconsidered under REG 23 but the decision was unaltered bar submitting a fresh claim or another reconsideration are there any other tactics which could be suggested?

did your client submit a new claim for ESA while appealing? if so. was the new claim allowed?

I am doing an appeal for a client with mental health problems who missed his WCA medical. He has put in a new claim for ESA but heard nothing yet ....
