bedroom tax loophole and dhp’s already paid

Hi
One of the managers at the HB depart has advised us that if a tenant has previously had a DHP because of the bedroom tax they will seek to obtain a refund from the tenant if the current loophole applies.
As a DHP is what it says on the tin - can they request a refund? if not how can I challenge this?

stainsby has posted some useful stuff on this in the ‘Bedroom tax loophole’ thread -
