On dropping the plans to reduce housing benefit for the long-term unemployed, Mr Duncan Smith told BBC Radio 4’s Today programme it would “not be” in the Welfare Reform Bill.

LHA equivalent gets embedded “Where the amount for housing relates to a liability to pay rent, it is intended that the amount will be calculated with reference to a claimant’s household size and circumstances as well as their actual rent, as is the case currently in housing benefit.”. This is where the social housing size limits can presumably get implemented. Rumour has it that those are likely to be implemented as a %age cut rather than an LHA type limit

Instead, in England, new locally-administered assistance will be provided by local authorities. In Scotland and Wales the Devolved Administrations will decide the most appropriate arrangements for assistance.

Regs will allow for a de minimus limit on payments of UC. Implications there for passporting in particular as well as some financial savings.
a member of a couple who has attained the qualifying age for state pension credit may not receive state pension credit if the other member of the couple has not attained that qualifying age. This is to ensure that all claimants who have not attained the qualifying age for state pension credit are required to claim universal credit and, if appropriate, be subject to work-related conditions of entitlement.

Powers to allow for the introduction of an earnings taper, so that ESA and JSA (there will be no CB any more as IB JSA & ESA are abolished) will be reduced at a constant rate as earnings increase in the same way as universal credit. This rate will be prescribed in regulations.

73 State pension credit: carers
(1) The State Pension Credit Act 2002 is amended as follows.
(2) In section 2 (guarantee credit), in subsection (8), for paragraphs (a) and (b)
there is substituted—
“(a) the claimant has regular and substantial caring responsibilities,
or
(b) the claimant is a member of a couple the other member of which has such responsibilities,”.
(3) In section 17 (interpretation), in subsection (1), in the appropriate place there is inserted—
““regular and substantial caring responsibilities” has such
meaning as may be prescribed;”.
Youth condition in ESA abolished.
