DWP update on migrants access to benefits

“Since 1 January 2014, DWP has been advising EEA nationals making a new claim for JSA (IB) that they will be subject to a new Genuine Prospect of Work assessment after six months.”
Surely they mean “EEA nationals whose only right to reside is as a workseeker”, not “EEA nationals”. Does anyone else think I’m reading too much into it, or are they really saying that they don’t bother checking JSA claimants’ actual RTR?
