Anyone know about KLoE's...?

Working for a newly formed RSL.. I have been asked about the potential to set up some sort of protocol for the times when I have to refer a client to another organisation..

That on these occasions, I would have to contact the outside agency, with a form of some discription asking, for example, whether the client took the advice given, whether the clients income has increased as a consequence (ie - if referred out to a welfare rights adviser)..

This is part of the KLoE which I have not had anything to do with so far.. and raises a number of issues prior to actually looking at setting up some protocol..

ie - would the outside agency actually respond, due to their own workload etc

would the outside agency be able to respond due to client confidentiality and data protection..

Has anyone any experience of these protocols and know exactly what is being asked of me here...

Any ideas would be welcome..

These appear to be performance indicators for the Audit Commission. No experience of them, but Audit Commission site has material:
