If anyone has a copy of this decision, could they provide a copy, please?

It is listed on Mr Howells old site, but I could not open the decision itself.

Thanks for this Mike, however, when I click on the link a blank page is coming up. Is their any other way of accessing it? I have tried searching on briefcase, but can't find it.

The above link works ok for me. The link is to a .pdf file so you need to make sure you have acrobat reader insalled to be able to view it. It is also quite a large file (3MB) so it may take a while to download especially if you are on a dialup connection.
