CIH Scotland guidance looks at how it can be made easier for tenants to pay rent, and how landlords can adapt rent collection arrangements.

‘Pay to Stay’ for high-income social tenants

DCLG has published a summary of responses to the consultation, published in June 2012, on its proposals to allow social landlords to charge higher rents to high earners - it also states that the government intends to take steps to allow higher rents to be charged to tenant households with incomes of over £60,000 per year.

Chancellor sets out further details of the Help to Buy mortgage guarantee scheme

In addition to the criteria set out in the Budget 2013, the rules include that borrowers won’t be able to access guaranteed mortgages if their credit history doesn’t meet the FCA ‘impaired credit’ standards, including having a county court judgment over £500 in the past three years.

Local authority gypsy and traveller sites in Wales are now subject to the Mobile Homes Act 1983

In force from 10 July 2013, the Housing and Regeneration Act 2008 (Commencement No. 3 and Transitional, Transitory and Saving Provisions) (Wales) Order 2013 replicates the provisions that came into force in England on 30 April 2011.

Giving Tenants Control: Right to Transfer and Right to Manage Regulations

DCLG has published a summary of responses to the consultation, published in March 2012, on its proposals to make it easier for council tenants to take over responsibility for managing housing services, or to explore options for transfer from their local authority - it also states that the government intends to lay regulations before parliament this autumn.

Goverment consultation on draft Housing Transfer Manual

DCLG seeks views on whether the draft manual sets out the proposed stock transfer process and criteria for assessing applications clearly, and how the current text could be improved - it is aimed primarily at local authority landlords (especially those considering stock transfer) and their tenants, and the deadline for responses is 2 September 2013.

Councils will be able to bid for share of up to £3 million to tackle irresponsible landlords in their area.

MPs call for action to be taken to tackle sharp practice and abuse by letting agents

New Select Committee report proposes bringing regulation for letting agents up to the level of that for estate agents, giving the Office of Fair Trading the power to ban agents who act improperly, and putting in place new rules to ensure the safe treatment of landlords’ and tenants’ money.

Housing (Wales) Bill

The First Minister of the Welsh Assembly says that the Bill - to help ensure everyone in Wales has a decent place to live by tackling homelessness and empty homes, improving standards in the private rented sector, and increasing the supply of housing - will be introduced in 2013/2014.

Scottish measures to tackle homelessness shoud be taken up by Westminster, says Crisis

Response to yesterday's figures showing that, from 31 December 2012, all Scottish local authorities met the 2012 homelessness commitment to assist all homeless households (including the 65 per cent of applications coming from single people).

Allocation of Housing and Homelessness (Eligibility) (Amendment) Regulations (Northern Ireland) 2013

In force from 31 August 2013, new regulations set out that Croation workers will be eligible for an allocation of housing accommodation or for homelessness assistance in Northern Ireland if they are working in the UK subject to the relevant worker authorisation scheme.
