suspension of benefit - how long until an investigation is taking too long?

One of my clients had his HB benefit suspended for nearly 2 months now.  The client does not know (or does not want to say) what the problem could be. He still seems to be getting his IS ok.  I would be interested to hear from other advisors, in regard to how long they wait until making a formal complaint about the time the investigation is taking, or any other ideas how to speed up the local authority?

At two months, a formal complaint would already seem reasonable.
