Temporary absence

I have a (single) client who was in prison. Released on “tag” so should have had HB as absence was less than 13 weeks. However broke terms within hours and was returned to prison. Release date will be after 17 weeks from initial imprisonment.
1.  Do you think a period of 4 hours is sufficient to restart a new period of temp absence (HB section says not an overnight so no)
2.  Should the first 13 weeks be covered by HB. HB section stating will possibly cancel from date of initial imprisonment, although no decision yet received.

I do not have details of how the tagging was breached.
