Reporting a Change of Circumstances

I supported a client to complete an PIP AR1 In March this year. The client was in receipt of the enhanced rate for daily living and standard rate for mobility. Prior to receiving the AR1 his mobility had deteriorated and he was considering reporting a change in circumstances. However he decided not to do this but to wait for the outcome of the PIP review thinking that this would take several months. He was made aware that if the review led to the award of the enhanced rate for his mobility this would be unlikely to be backdated. Last week he received a letter stating that the review is not yet complete and that the date of the award has been extended to 19th October 2025. Is the client able to report a change of circumstance now to PIP to trigger a new assessment in the hope of getting the enhanced rate for mobility?

Yes, I’d advise submitted change of circumstances. It’ll probably get the review done faster, if anything. DWP annual report and accounts 2023 to 2024 confirms ‘Priority is given to claims where claimants report a change in their needs to ensure DWP is paying individuals the right amount.’

Thanks to Carri for highlighting that bit at the CPAG conference 😊

Sue, just to add that this article might be worth looking at on the topic of backdating.
