Joining family members with a pending application to EUSS

I can’t find anything which definitively says whether or not “joining” family members can claim UC (etc) if they can show a certificate of application.
I’m pretty sure late applicants (who aren’t joining family members) will be covered if they had a R2R on 31.12.2020 and have a certificate of application (correct me if I’m wrong) but can’t find anything about joining fms with a certificate. Everything I read is still talking about the grace period.

My understanding is that the joining family member has to apply to EUSS and once this application has been made you become an EEA national waiting for a decision on your EUSS application and provided you have a non-excluded right to reside you are entitled to means tested benefits and CB.

Thanks Vonny.
I couldn’t think why joining fms might be different in this respect but not being able to find anything definitive in the regs always makes me lose confidence!
