Credits only ESA award terminated on claim for UC

I’ve had a couple of cases recently where the client has claimed NSESA and is entitled on a credits only basis. They have also claimed UC and this has stopped the credits award.
In both cases the clients have claimed UC but not, at this stage, been entitled.
I have spoken to someone at ESA who says it looks like their instructions are to close the credits only claim once UC is claimed but I think this is incorrect as it is entitlement that is key. It seems non-sensical to stop a credits only award when the claimant may never be awarded UC.
He is asking someone from ESA new claims to call me but, in the meantime, has anyone else seen this or have any comments?
