Cl has had IRESA for a number of years but after savings exceeded the prescribed limit the payments stopped and it became an award of NI credits only.

The capital has now reduced and the claimant sent documentary proof some months ago with a view to reinstating IR ESA payments.

They have now ben told that they must/should have claimed UC.

Is reduction in capital only a change of circs for an existing ESA entitlement or would this require a new claim. and by extension, a migration to UC?
