Many years ago, I remember reading a decision by ??? then Commissioner Jacobs, which touched on the difficulty of local authority welfare rights representatives demonstrating their independence from Housing Benefit offices, given their employer was the same.

I even put it aside as I thought that could come in useful some day, but of course, there is no chance of me finding it again.  It was really quite a long time ago.

Anyone better organised or has a better memory than me?  Neither would surprise me, to be honest.

I think you may be thinking of CHSC/729/2003 - albeit it is May rather than Jacobs.
