Have found this old Rightsnet page which references the decision in the title but the link doesn’t work

https://www.rightsnet.org.uk/forum-archive/index1d8c.html

Does anyone have a copy of this or a link they could share please?

Certainly is Elliot. Monk who has had to leave the religious order he was a part of due to dementia and problems I can’t really share here. They’re currently paying his living expenses and rent and we’re trying to work out whether or not he can claim PC and HB in this situation. On the one hand, you could say that he’s still being maintained by the religious order all be it outside of the religious community itself but on the other hand, you could say that he’s effectively left and the payments they’re making are voluntary payments and can thus be disregarded.
