UC and financial abuse!

I am hoping someone will be able to explain if and how a claim can be made for UC when the husband is abusive.  The wife is only allowed the carers allowance and nothing more.  There are no children thankfully involved.

I realise that alternative payments can be made but it’s the actual claiming part that is unclear.  Gov.uk mentions a pin code being sent to the partner in the claim but how does it work in abuse settings when it is likely that the husband will not want the claim to be made?  If the wife makes the claim but the husband doesn’t do anything will the claim be cancelled as incomplete?

The wife has always been a carer for her husband so no NI history. 

I’m advising for the local carers centre so they will be raising safeguarding etc as they are supporting the wife.
