Universal Credit Programme Board papers

Another tranche of UC Programme Board papers - including meeting minutes and updates from senior leadership team relating to period from October 2018 to March 2019 - have been added to the House of Commons Library. Full list on the accompanying letter.

Board papers were last published back in September 2019 I think, from looking back in the forum.

Not looked through all 58 docs, but a flavour of what is in there includes….

‘‘The UC SRO noted that not surprisingly those who oppose UC focus on the groups that are hardest to help, but these are not typical of the majority of people using the service. Criticisms are based on the experiences of a minority of vulnerable people. A course correction will be carried out to help such claimants, but fundamentally UC is about changing the way benefits are claimed and encouraging people to come off benefits through work.’

....and on flexibility in the claims process ...

‘The Chief Executive LB Islington stated that people with learning disabilities found completing the online form to make a claim for UC highly stressful, and suggested that perhaps such people could manually complete a printed off version discussing the Channel 4 programme on UC claimants (Skint Britain)...

The UC Operations DG…. noted that the Complex Needs Steering Group looks into issues like these, and said he would take an action to look into alternative access and bring the outcome back as a below the line paper. The UC SRO stated that there is no such thing as a UC form which can be printed off for completion as the application tailors itself according to what is input, as it is being completed.’ (from 21 Feb 19 meeting).

I thought it would be useful to collate links to the UCPB papers in one place - as far as I can tell this hasn’t already been done elsewhere.  If I’ve missed any then please point it out.

The commitment to publish these papers was made in 2018: http://data.parliament.uk/DepositedPapers/Files/DEP2018-1083/Letter_-__Future_Publication.pdf

That sample migration notice says that existing benefits (other than HB) stop the day before the UC claim is made.
Is there no two week run on under managed migration? Or is it just that they’ve included an out of date migration notice (I can’t remember when the two week run on was added)?

Remember that the sample migration notice, as with all these UCPB papers, is from late 2019/early 2020.  So I think it predates the two week run-on of IS/irESA/ibJSA

It’s getting to be a bit of a theme…

John Slater has (of course) already submitted an FOI: https://www.whatdotheyknow.com/request/redacted_uc_programme_board_pape

I thought that was likely but glad to have it confirmed. Thanks, Owen.
