Easements

Just been asked this by a colleague - it is not soemthing I am aware off, and wanted to check if anyone here had any ideas or had heard of this?

“I am attending a homelessness & migration conference and one of the speakers mentioned that there is an easement that DWP should be using when considering UC applications of EEA nationals waiting for a decision on their SS application.

Are you aware of this?

Could this mean that if an EU national applies for SS, they can also apply for UC and be considered for it while waiting for an outcome on their SS application (when eligible for SS, not PSS)?”
