I understand that grants are based on the baby being the only child in the household - does that mean that if someone has received a grant for their first pregnancy, but that baby was stillborn, they are entitled to the grant if they become pregnant again?

i dont think so

regs allow for a second award for adoption/child arrangement orders but not for a birth after a still born if youve already had an award

They are entitled for the subsequent pregnancy, as they do not currently have another child in their family.
