Am I able to obtain a copy of the recording from a PIP appeal hearing from the Tribunal Service?

The Tribunal is required to take and maintain a record of proceedings in ‘such medium as the [Judge] may determine’. This is available to you on request. See the relevant Practice Statement

There is no specific requirement for audio recording of a telephone hearing, but where this is done it will stand as the record of proceedings and therefore you can request it.
