I note that the House of Commons deposited papers have not had any revisions since October 2019.

Can anyone throw any light on how much authority or weight they now carry when trying to understand the workings of UC?

When trying to communicate the workings of UC to staff the ADM is authoritative, simply because staff have access to it.

The deposited papers seem to be “UC Lite” for MPs to understand but I don’t think they’re distributed internally.

Thanks, Dan. Just wondered because my impression has been that the guidance contains on operational procedures which is not included in the ADM. That may just be because I haven’t come across it in the ADM.

Thanks for this Daphne. I am reassured to see the guidance being updated.

As an aside I note that some of the ADM documents look different today so I infer that they have been updated too (I don’t see any way of checking when they were last updated.)

You can check by clicking on “+ show all updates” at the bottom of the main ADM page. A whole load of updates were applied on 5 November, listed here.

The most recently revised ADM sections are much harder to navigate than before because they no longer include a complete contents at the start.

The House of Commons Library guidance has been updated again and we have updated our resources page accordingly.

Please note, if you reference any of the documents anywhere, that although many of the version numbers have not changed the urls have so you will still need to update them.

New items this time include -

Afghan locally employed staff
Armed Force
Claimants at risk of eviction
Claimants served in Armed Forces
Kickstart Scheme
Protecting claimants at risk (seems to have replace safeguarding)
Restart scheme - health journey
Self-reported earnings
Serious violence and gang culture
Work-related requirements for claimants with children (re-appeared)

Items that have been removed -

Biographical checks
Covid resources list
New style benefits
NOn-dependants
Safeguarding (though replaced by protecting claimants at risk)
Use and occupation agreement
Work Programme

Enjoy!

Stuart has pointed out to me that it looks like -

- non-dependant info is now in Housing Cost contributions non dependants; and
- use and occupation is now in Claimants who must pay housing costs without having a tenancy

Thanks Daphne.
(As always I do wish they would put a date of issue on these documents.)

(Ian - I just moved this reply here - it was on another thread by accident I think)

There is no specific date but they all have ‘DEP2022-0452’ in the url which tells you that it’s this year - haven’t worked out what the 0452 means

Having said that they put the DEP2022 on the urls of every piece of guidance regardless of whether it has been changed or not since the last deposit - the terminal illness one also had DEP2022 in the url prior to them amending it, so it isn’t that good an indication!

The ‘0452’ doesn’t relate to the age of the guidance it just (roughly) correlates to the date it was deposited in the library
https://depositedpapers.parliament.uk/

By which I mean - it’s roughly the 452nd document deposited in the library in 2022
