Dubs young people and benefits during lockdown

Hi,

A 16 year old brought to the UK by Home Office under Dubs agreement just as lockdown set in to be in the care of his older brother. Not in education and can’t get registered (although attempt to register him today) so brother can’t claim UC child element nor child benefit for him. Does anyone know if there is any fast track system in place - child benefit said no. Never got through to speak to anyone in UC.

Also, Home Office gave young person two years leave to remain but with a no work and NRPF on his card. Do you think this is odd given the Home Office brought him to the UK in the first place?
