Employer Cant Afford To Contribute to Furlough Payments

My client has a micro-business with four furloughed staff.
He is on UC and is paying the NI and pension contribution from this.

He will not be able to make the expected contribution to wages
but does not want to make his staff redundant.
HMRC intimated there was a work-around but will not advise what it is.

Any ideas welcome. These will not of course constitute advice.

As we are unusually acting for the employer, a private message would be
appropriate.

Wages are business expenses, so your client should be able to apply for the loans/grants to support, in this case, small businesses etc.
