I question how useful a ruling it though, other than on paper and for those who have access to a welfare adviser…

Think you’d need active enforcement to see a meaningful change from this. If councils actually started taking advantage of the powers to punish bad landlords and keep a record of them that would be a good start.
Unreliable payments from UC certainly don’t help.

I suspect you are right. Landlords will always find another excuse.

Absolutely agree that it’s time Councils used their legal teeth against bad landlord practices. What is the point of having legislation if there is no will to enforce it?
