Stuck abroad without benefit claim in place

Hello,

We’ve got a client who went to visit family just before covid and got stuck in Poland. He normally works (and has settled status) but the work has stopped and he been refused UC as he’s abroad. There are still no flights.

Do you think there’s any argument that he should/could be treated as being present in the UK for benefit purposes? Aside from requesting MR, any tactics that anyone can think of?
