I know mostly we aren’t Immigration Advisors and can’t give immigration advice but am I right in thinking that if someone had limited leave to remain that has run out but applied to extend this within the time frame they can continue to receive HB whilst awaiting a decision?

Yes. Your rights remain the same until a decision is made. Their lawyer can provide a letter confirming this.

Yes, section 3C of the Immigration Act 1971 operates to extend leave on the same basis as before if a valid in-time application is made. .
