Housing costs paid on 2 NINos

Has anyone come across this situation?

An investigation around rent arrears on a tenant’s account elicited that her UC claim was closed in June, yet Housing Costs have continued to be paid but on a different NINo, (the tenancy reference appears to have been mistakenly attributed to two NINos).

The “mystery” NINo is not for one of our tenants. We have no idea who it belongs to.

To my mind this raises a huge issue around GDPR. In addition, who will DWP try to recover the overpayment from? (I am assuming that they will not accept responsibility for the error).

Any thoughts on how to resolve?
