It strikes me that this is a largely misguided piece of work albeit that it may reveal some key points:

- that the tendency of PIP to make shorter awards inhibits confidence in accessing the Motability scheme even when eligible to do so.

- that the interaction between PIP and Motability is not frictionless and the repeated and often incorrect removal of PIP and how that impacts Motability is a key factor.

- that Motability is once again being targeted on the basis of some fallacious ideas.

I had another thought on this but it’s already been a long week and it evades me for now.
