New House of Commons library briefing on under-occupying social housing and HB
Updated library briefing to include reference to the 5/2 split decision in the ECHR case of JD where the Court held that treating the safe/panic room as a bedroom for the purposes of regulation B13 of HB Regulations amounted to unjustified discrimination.
