Decision maker empowerment!

A new one on me - in DWP PIP submission:

“Decision maker empowerment: Claimant was awarded descriptor A at assessment and CM has changed based on WHO call.”

Err ... DM’s now need to be empowered to make an independent decision looking at all of the evidence rather than rubber stamp the original HCP opinion!?

I’m sure many reader would like to ‘empower’ CM’s for the quality of their decision making!
