Written answer in the House of Lords yesterday says -

‘Preparations are proceeding to plan.’

but fails to answer the direct question as to will it start in July and, if so, when!

‘The DWP insists Harrogate’s role as a pilot area for the next phase of the Government’s controversial Universal Credit scheme will still happen this month even though the regulations have not been passed in Parliament.’

‘Previous reports put the starting date at July 1 but this has not happened.

But, despite claims that Parliament’s current focus on Brexit and the Tory leadership election means it could be months before the necessary regulations are passed, a spokesperson for the Department for Work and Pensions said plans were still going ahead to introduce the pilot in July.

But the spokesperson was unable to give a precise date for the start.’

Alok Sharma, in a written answer yesterday still claiming the pilot is starting this month -

As planned, the testing of moving legacy claimants to Universal Credit will take place in Harrogate and will begin this month.

Committee publishes chain of correspondence on managed migration pilot Government insisted would start in July

With just four sitting days before the House of Commons rises for summer recess, the Committee is publishing a protracted series of correspondence about plans for moving to the next phase of Universal Credit - so-called ‘managed migration’ – including for a pilot phase that Government was insisting as recently as two weeks ago would commence in July.

Amber Rudd says it will -

The Department is prepared for all eventualities, but is not currently expecting a delay to the pilot. Therefore in accordance with recommendation two of your report on managed migration and with due regard to the consequences of delays to managed migration for claimants, the Department is continuing its preparations for the managed migration pilot for the scheduled start date in the summer. I think that we can agree that it is important that regulations are in place to ensure that the pilot begins as scheduled and so that former SDP claimants can be paid the transitional payment. As I stated in my previous letter, I am steadfast in my resolve to ensure that the Department delivers on its commitments.

So after scrapping the first draft regs, they’re now scrapping the second set of draft regs, and will instead be making a set of negative procedure regs!

She hasn’t said how the SDP payments will be calculated (we’ll have to wait for the regs to be published for that), but she did say the maximum will now be £405. That’s still significantly less than the maximum possible loss.

For those interested, here is a chart I made last year showing the approximate losses for the various scenarios for those claimants who were getting the SDP:
