Living in tents! R(IS)23/98 anyone got a copy? SDP!

Client lives in a tent in receipt of IR ESA and DLA MRC/LRM. 

We think he has an arguable case for the Severe Disability Premium. For convenience we have listed sources below in case etc etc.

But just for completeness/pedantry would be really handy to have a copy of R(IS)23/98. Had a paper copy years ago upcountry, but not now. Has anyone got a copy they can share please?
