A London council that banned a rogue landlord and then directly paid him more than £500,000 in housing benefit has called on central government to legislate to prevent local authorities from making similar payments in the future.

whilst i can see their point, two thoughts

1. doesn’t help the tenants who, presumably, don’t want to go into rent arrears
2. surely in such a situation the council could have discussed with the claimant as to best way to deal with the situation - the claimant, presumably, having a clue that their landlord is a bad one
