Just issued .... the Building (Amendment) Regulations 2018:

Following consultation this instrument amends the Building Regulations 2010 to prohibit the use of combustible materials within the external walls, and certain attachments to the external walls, of any building with a storey at least 18 metres in height, where building work (as defined) takes place and where:

- The building contains at least one dwelling;
- The building contains certain residential accommodation for the treatment, care or maintenance of persons;
- The building contains certain rooms used for residential purposes, including student accommodation and school dormitories.

Changes apply to new buildings:

... amendments made by regulation 2 will not apply where a building notice or initial notice has been given to, or full plans deposited with, a local authority before 21st December 2018 ....

Govt press release:

The government is banning combustible materials on new high-rise homes ...

Regulations have been laid in Parliament today (29 November 2018) which will give legal effect to the combustible materials ban announced in the summer. The ban means combustible materials will not be permitted on the external walls of new buildings over 18 metres containing flats, as well as new hospitals, residential care premises, dormitories in boarding schools and student accommodation over 18 metres.

Schools over 18 metres which are built as part of the government’s centrally delivered build programmes will also not use combustible materials, in line with the terms of the ban, in the external wall.
