Is there a statutory basis for PSNs? They’re causing me all kind of bother; once it’s issued the claim is locked, commitments cant be accepted and for my more vulnerable, hard to contact clients, they’re proving to be a royal PITA.

Dan, you will not find PSNs specifically mentioned,  I think they are relying on Part 1 of Schedule 2 of SI no 380 of 2013 which as usual leaves it wide open to interpretation about what is “approved”.

The explanatory memorandum from para 4.1 onwards also makes good read!
