I know there has been a lot of discussion about this but just being lazy and checking on here whether we have any idea yet when these regs will come into force? Trying to work out whether it’s worth advising someone to delay a claim for housing costs until they become excluded from UC as an SDP entitled person.

I believe the SDP provisions will come into force on 16 January, whether the rest of it will I dont know.  The managed migration regs were riddled with drafting issues and debugging them might take longer, but there is no reason why the SDP bits could not be detached as a separate SI.

Work and Pensions Committee is today calling for a delay on the vote on the managed migration regs until there has been a chance to assess them -

The Work and Pensions Committee says the Government must delay the vote on the next phase of Universal Credit until both its own Social Security Advisory Committee (SSAC) and Parliament have had a chance to assess the Government’s plans. The Committee concluded that despite changes announced in last month’s budget, “major areas of concern” about the Government’s plans remain.

I guess if there is a delay it could put back the sdp stuff unless, as HBAnorak says, they do a separate SI

New report on managed migration regulations from House of Lords scrutiny committee draws them to the attention of the House ‘on the ground that they may imperfectly achieve their policy objective.’

Appendix one includes response from Amber Rudd showing very little movement on key concerns raised by the Committee.

Once there was a thing that was full of holes
But no, they said, it will float
It was top-heavy, wrong shape, wrong size
But no, they said, it’s a boat
Dangerous, unseaworthy, we all cried
But no, they said, it stays
So heedless, then, they launched it off
And it capsized right away
Look we cried, it’s sinking fast
They then showed their concern
What are you going to do, we cried
Said they – we’ll test and learn

Will the regs get through by 16/01/19?
They seem slightly preoccupied
