The Joint Committee on Statutory Instruments has drawn the special attention of both Houses to the Social Security (Treatment of Arrears of Benefit) Regulations 2018 (SI.No.932/2018) on the ground that ‘they require elucidation’.

DWP response includes clarification of what the terms ‘during the current award;’ and ‘an award of an existing benefit’ mean in new regulation 10A(1)(a) of the Universal Credit (Transitional Provisions) Regulations 2014 - used to describe the periods when benefit arrears of £5,000 or more can be received that benefit from the extended disregard for the lifetime of the universal credit award.
