Risk assessment to be developed as part of Failure to Attend process
PCS union report a response from Universal Credit management advising that there will be a Risk Assessment carried out for the new UCFS Failed to Attend Process which will be conducted soon.
They have issued guidance to members -
The GEC continues to have concerns about the new UCFS Failed to Attend Process and repeats the guidance previously issued that no Work Coach should issue a sanction until the Risk Assessment is carried out. The GEC remains of the opinion that asking Work Coaches to issue a sanction without a Risk Assessment for the new process is not a reasonable management request. If any member has any concerns regarding this guidance and the UCFS Failed to Attend Process then they should speak with their local PCS rep in the first place.
It would be very interesting to see the remit of the Risk assessment and the breadth of its understanding in relation to reasons for non attendance.
Work Coach members around the country have been advised that the Risk Assessment process is now complete. Furthermore, it has been alleged that PCS has agreed the Risk Assessment for the UCFS Failed to Attend Process. Work Coach members can be reassured that this is not the case and that the Risk Assessment has not been agreed.
The Universal Credit Trade Union Side (UCTUS) has written to Universal Credit senior management to state that we are disappointed that a message has gone out advising Work Coaches that the Risk Assessment process has now ended and that the new UCFS Failed to Attend Process is now normal practice. UCTUS has also requested that Universal Credit management write to every District Manager advising them the Risk Assessment process has not been completed and therefore Work Coaches should not issue sanctions if they feel their safety is at risk.
