… Advocate General Wahl considers the question of whether third country workers who are legally resident in a Member State (touring Russian ice skaters in the Netherlands in this case) who work across several Member States are covered by social security coordination rules, concluding that -

‘Article 1 of Regulation (EU) No 1231/2010 ... extending Regulation (EC) No 883/2004 and Regulation (EC) No 987/2009 to nationals of third countries who are not already covered by these Regulations solely on the ground of their nationality is to be interpreted as meaning that third-country nationals, who work in various Member States of the European Union for an employer established in the Netherlands but who do not hold a residence permit on the basis of EU or national law, may not invoke (Title II of) Regulation (EC) No 883/2004 ...’
