Scottish Committee suggests there is a need for a new discrete council tax support scheme

Scottish Delegated Powers Committee says current council tax support scheme may fall within the realms of reserved matters under the Scotland Act 1998 and -

‘.... that framing a new discrete scheme could avoid the Committee’s concern were that scheme to comply with the requirements of Exception 10 [that gives the Scottish Parliament powers to create new benefit schemes in areas of devolved responsibility…]’
