Does no ID verification mean client can remain on legacy benefits?

I have a client currently in receipt of legacy benefits but who has been mis-advised to claim UC (in full service UC area). Client has claimed online but has not yet been to JCP to verify their identity. Am I correct in thinking that if she doesn’t attend for this appointment the UC claim cannot progress and she will remain on legacy benefits?
