Hi - can anyone advise on how to enforce the DWP to put reasonable adjustments or to make access arrangements for those with disabilities on UC for example people with sight impairments or for those with learning disabilities.

Hello

If you haven’t already written to DWP, you should send a letter/email pointing out the legal duties of service providers and those carrying out public functions under s20,21, (reasonable adjustment duty) and 29 and under the PSED.  EHRC’s Code of Practice on services and public functions – chapter 7 deals with reasonable adjustments. https://www.equalityhumanrights.com/en/advice-and-guidance/equality-and-human-rights-resources-advisers  You should include in your letter a request for written reasons if the adjustments are to be refused.
If you’ve already done this, then you could make a formal complaint and advise that your client could bring a claim in the county court.  The time limit is 6 months less one day. Legal aid is available for discrimination cases. You could also consider whether there are any potential claims under section 15 of the Equality Act 2010 – disability arising from discrimination.
