Competent state for PIP

Polish claimant; has schizophrenia and never worked in the UK, has been living in UK with parents for fifteen years.

Went into custody and PIP was suspend. At the end of his term he was deported to Poland. Some six months down the line he has now come back to the UK.

He did not claim any benefits in Poland and did not work over there.

Can someone clarify if the UK remained the competent state under the Co-ordination rules, to pay the Daily living component to PIP whilst he was in Poland?
