Refusal to accept ESA claim

Client’s SSP has ended.  The med cert states client may be able to carry out some “light duties” Employer has referred for occupational health assessment to determine what kind.  Client not being paid anything whilst this is ongoing.  ESA are refusing to accept claim on basis of med cert.  Is JSA our only option?
In live UC area but client homeowner so fails gateway anyway

My understanding is that they should accept the restriction on duties as valid for a claim. I’m sure it has been asked here before
