Children’s Home and DLA Care Component

Can anyone point me in the right direction? I have already looked at DMG on this and have been left confused.

Have a client who is 16 and looked-after. He resident in a children’s home with other young people of his age. They do no have any health issues, but my client does and gets an unspecified rate of DLA care component.

Is a children’s home (not specifically for young people with health issues) a residential care home that would stop the payment of DLA care?
